This study begins with a debate on "parents' free choice" in an educational market, which, as an accountability mechanism for educational guality and an alternative to bureaucratic centralized control, is reassessed in the current research of education. In an attempt to demonstrate the importance of a systemic network of educational governance, the study describes and analyzes the practice of China's education by illustrating the conflicts in an educational market and by introducing how to solve the conflicts throungh an integrative effort within an educational network.
