The Town Council sells the town's essential services in order to buy more televisions and casinos, then force a gang of Rats, led by Kingsley ---a rodent who quotes Nietzsche and dreams of being human --to take provocative photographs of children in exchange for all the tastiest leftovers. No one protests until the body of the Deputy Mayor's son is fished out of the river.
