This book constitutes the refereed proceedings of the First NSF/NIJ Symposium on Intelligence and Security Informatics, ISI 2003, held in Tucson, AZ, USA in June 2003. The 24 revised full papers and 16 revised short papers presented were carefully reviewed and selected for inclusion in the book.
